For the reporter:
- Citizens now see a message that commenting is disabled when the organization has set this
- The guidance text when uploading a photo is now shown directly on the page
- Citizens can now update their rating on a report multiple times
- Notifications can now be deleted using swipe actions, or all at once via 'Delete all'

- Handlers can disable commenting by reporters after a report has been handled
